The play decryption module comprises a second receiving unit, a second decoding unit, a second detection unit, a decryption unit, a second control unit and a second output unit. The play decryption module obtains the decoding files and outputs the decoding files in a decoding mode after decrypting the decoding files. The video transcoding system and method can protect copyrights, and are simple in structure, low in cost and suitable for being popularized in China.
