Driving factors on implementation of seasonal marine fishing moratorium system in China using evolutionary game

Abstract In order to balance the development between sustainable fishery and fishermen poverty alleviation in China, this paper combines the evolutionary game with system dynamics models to discover the driving factors influencing the behaviours of fishermen and the government in the implementation of the seasonal marine fishing moratorium. The dynamic simulation results show that the severe penalty serves as an effective tool in promoting the implementation of the seasonal marine fishing moratorium system, while the subsidy needs to be moderate. Additionally, the enhancing of political benefits and reducing the cost of supervision are effective ways of easing the financial burden and stimulating the government’s enthusiasm for implementing the seasonal marine fishing moratorium system. Meanwhile, the great economic loss due to the moratorium drives the fishermen to abandon compliance with the moratorium system.
