Cyber-physical social monitoring and governance for the state structures

The research strategy is to introduce emerging cyberculture into the practice of moral cloud governance of society on the leverage of exhaustive digital monitoring. The paper consists of the components of cyber-social computing aimed at creating a moral cyber state structures in order to ensure a high life quality of citizens. The proposed structures leverage cyber-physical cloud management services based on metric monitoring of social processes and phenomena. Practical implementation of investigations is connected to the cyber-physical structure of smart cyber university focused to the cloud management and metric digital monitoring of scientific and educational processes. Synthesis and analysis of social logic structures is proposed to simulate the management decisions. Practical and moral important results of cyber social computing, concerning e-document circulation and metric distribution of finance between the university departments are represented.
