Baseline evaluation of the facility transition at the Mound Plant

As a consequence of the reduced need for nuclear weapons production, portions of the U.S. Department of Energy (DOE) production complex are being declared excess. The basis for transfer of excess facilities and sites between the donor organization and the Office of Facility Transition and Management (EM-60) is a memorandum of agreement (MOA). To understand the liabilities it will accept in signing the MOA, EM-60 needs a rapid, cost-effective, detailed evaluation of the excess facility(s) or site. The independent technical review (ITR) evaluation process, which has been applied at Hanford, Rocky Flats, Oak Ridge, Mound, and Pinellas, is described in this paper along with results from the Mound application.
