Establish Research Incentive Mechanism to Promote the Competitiveness of Non-governmental Regular Universities

The paper analyzes the present situation of research management and suggests to establish the incentive mechanism for scientific research by delivering floating allowances for research work,setting up mobile researching staff and producing incentive atmosphere for scientific research so as to create a research environment to stimulate teachers' enthusiasm in doing scientific research and to promote their comprehensive quality,and,thereby,enhance the competitiveness of the non-governmental regular university.
