The invention discloses a rotary type water-jet guided laser processing system and a rotary type water-jet guided laser processing method. The system comprises a focusing mechanism, a water cavity mechanism, a fixing mechanism and a nozzle mechanism, wherein the focusing mechanism is used for regulating a light path and focusing laser; the water cavity mechanism is used for forming a high-pressure water cavity; the nozzle mechanism comprises a fixed fine tube and an optical fiber in the fixed fine tube; the laser and high-pressure water are ejected out from the nozzle mechanism; the fixed fine tube and the optical fiber of the nozzle mechanism respectively comprise tubular bodies and bending parts arranged at the ends, which are away from the fixing mechanism, of the tubular bodies; the included angles theta between the bending parts and the tubular bodies are greater than 0 degree. When used for processing, the nozzle mechanism is capable of ensuring that the diameter of an ejected laser spot processing region is greater than or equal to the outer diameter of the fine tube of the nozzle mechanism as long as rotating for 360 degrees, and also ensuring that the processing region covers all the region under the fixed fine tube without dead angle, and is applicable to continuous deep hole processing operation.
