The invention relates to a flow restrictor of a transmission data according to the technique of the token bucket, comprising a token counter (10) configured to be incremented at a rate determining the average rate of the transmission; a frequency divider (12 ') connected to control the incrementing of the counter chips from a clock (CK), the divider having an integer division ratio of (N); and a modulator (14) configured to switch the division ratio between two different integers (N, N + 1) so as to tension the medium resulting flow to a programmed flow rate between the two flow rates respectively corresponding to two integers.
