The invention discloses a metal plate loaded TiO2 photocatalyst with a visible light response effect as well as preparation and application of the photocatalyst. The preparation is characterized by comprising the following steps: loading manganese and zirconium ion and nitrogen ion co-doped modified TiO2 as an active component (a molecular formula is TiO2NxMnyZrz and x, y and z are more than 0 and less than 1) onto a metal plate; preparing N-Mn-Zr co-doped TiO2 catalyst powder by an ultrasonic-assisted sol-gel process; uniformly loading the TiO2 powder onto the surface of the metal plate by an electrostatic powder spraying process to obtain the photocatalyst. According to the preparation, equipment is easy to operate, raw materials are easily obtained, and the cost is low; the process is simple, feasible and easy for large-scale production. According to the photocatalyst, the mass transfer efficiency is high, the active component is firmly bonded with a carrier and hardly falls off, the service life is long, the application range is wide, the plasticity is good, and various attractive and practical shapes can be prepared; the photocatalyst can be used for decorative materials of offices, office buildings, living rooms, automobiles, shopping malls, factories, hospitals and the like, and is capable of effectively degrading formaldehyde, benzene series, total volatile organic compounds and the like in indoor and outdoor places.
