The invention provides low-oxygen and low-carbon electrical steel and a production method thereof. The low-oxygen and low-carbon electrical steel comprises the following components in percentage by weight: at most 0.005% of carbon, 0.80-1.1% of silicon, 0.20-0.30% of manganese, at most 0.015% of phosphorus, at most 0.008% of sulfur, at most 0.002% of T[O] and the balance of iron and trace impurities. The high-quality electrical steel with the above components is made of vanadium-titanium-contained molten iron through a technological process comprising the steps of molten iron pretreatment, vanadium extraction in a converter, smelting in a common converter, refining in an LF (Ladle Furnace) furnace, RH (Relative Humidity) vacuum treatment, slab continuous casting and the like.
