The Current State, Problems and Perspective of Development on the North Region's Housing and Utilities: After the example of the Republic of Sakha (Yakutia)

The Republic of Sakha (Yakutia) is a vast northern and Arctic territory inhabited for the most part by indigenous peoples with the historical and cultural traditions in social and economic conditions of the Russian nation. The industrial opening of this territory uses shift method. The indigenous people are mainly engaged in traditional animal husbandry and hunting for their own needs. The high centralization of tax powers at the federal and regional levels determines the almost complete dependence of life support systems on budget subsidies. The article provides an enlarged overview of the structure and state of Housing and Utilities in the republic with emphasis on the heat supply industry. There is also provides the authors' vision outlook of promising industry tendency in the near- and medium-term future.
