ADS-B Mobile Ground Station Receiver Flight Surveillance Architecture

The takeover of airspace control in Riau Archipelago has been mandated in Law Number 1 Year 2009 regarding Aviation, particularly in Article 458 which gives a deadline until 2024. President Joko Widodo on September 18, 2015, through Presidential Instruction, requested that the takeover be carried out more quickly, specifically in 2019. Automatic Dependent Surveillance-Broadcast (ADS-B) is a critical infrastructure device used for aircraft surveillance on air traffic flow. Aircraft information data transmitted by aircraft ADS-B transmitter is captured by ADS-B ground station receiver via radio frequency 978 – 1090 MHz. Information data received in form of position, altitude, speed, Mode-S address, direction, callsign, and other information can assist air traffic controllers in improving the safety and capacity of Indonesian airspace. However, with the vast territory of Indonesia in the form of an archipelago, the existing and owned ADS-B equipment has not been able to cover the entire territory of Indonesia. Therefore, we decided to research by building an ADS-B mobile ground station receiver architecture that can be moved and implemented easily portable using Raspberry PI and RTL-SDR to keep an eye on and take over the airspace control on the unreached territory with hybrid connectivity that can use radio frequencies only or with the internet.
