Research on Index Systems to Underpin Ecological Progress Based on Regional Differences Regarding Resource Problems

This paper has built the index systems to underpin ecological progress based on the differences regarding resource problems from the aspects of resource endowment, resource security, the efficiency of resource consumption, and the environment. In the process, besides remaining the committed to the principles for the choice of indicators, these are: the combination of universality and particularity, the combination of incentive and binding, the combination of completeness and operability, especially, this paper has initiated the differentiation index set with the combination of the common indexes and regional indicators in light of the differences for resource problem. As a result, the evaluation index system can refl ect well the regional differences relating resource problems, as well as the essential connotation of ecological civilization construction.
