An Empirical Analysis of Foreign R&D Spillover and Agglomeration of High-Tech Industry

With the panel data of different provinces and years in China and the measurement analysis method,this article studies the influence which human capital and foreign RD spillovers have on the high-tech industry. The result shows that besides the factors of urbanized level,cost of labor and so on,the human capital storage quantity,the research and development ability and the foreign capital technical spillover effect are the important factors which affect the high-tech industry gathers. Based on the above analysis,our country should enlarge and optimize human capital and RD investment,improve the strategy of attracting foreign capital and strengthen the agglomeration effect of the high-tech industry.
