The system comprises an enterprise gateway, a data server, a picture storage server, a Web Service server, at least one PDA (personal digital assistant) hand-hold tally terminal, a tally terminal computer of the roll-on roll-off ship, and a terminal computer of a tally monitoring center, wherein each PDA hand-hold tally terminal is respectively connected with the Web Service server through the enterprise gateway via a wireless network to communicate with the data server and the picture storage server, the tally terminal computer of the roll-on roll-off ship is connected with the Web Service server through the enterprise gateway via the wireless network to communicate with the data server and the picture storage server, and the terminal computer of the tally monitoring center is connected with the Web Service server through an Ethernet to communicate with the data server and the picture storage server. The invention also provides a monitoring method for the tally information of vehicle loading and unloading of a roll-on roll-off ship. The system has the advantages that the quick tallying of the loading and unloading vehicle of the roll-on roll-off ship is realized, a total stowage diagram and sub-compartment stowage diagrams are automatically generated, the tallying accuracy is improved, and the zero error is realized.
