The present invention provides a novel device which can be easily controlled in-plane rotational movement of the core (rising point of magnetization) produced a ferromagnetic body in the center of the ferromagnetic dots formed by disc-shaped nano to. Also, it was made in order to provide a binary information storage device using the core. Made of a ferromagnetic material of a disc-shaped magnetic structure is a ferromagnetic dot taking a magnetic vortex structure, the device comprising a current supply unit for supplying an alternating current of a predetermined frequency in the radial direction of the ferromagnetic dot. When the frequency of the current and the ferromagnetic dot unique frequency resonates, it is possible to rotate the core in the plane of the dots. Because the core is leaking magnetic field, by utilizing this device, it is possible to obtain an actuator such as fine motor. Further, when a current flows above a certain density in the ferromagnetic dot, the core is reversed. It is possible to represent the binary information by using this.
