The invention discloses a light rail vehicle and a hinged steering frame thereof. In the light rail vehicle, the center line of a vehicle body along the advancing direction of the vehicle is taken as a symmetric axis of an anti-side-rolling torsion bar device; the anti-side-rolling torsion bar device comprises an upper spherical hinge which is hinged with the vehicle body, tension rod assemblies which are vertical to a mandrel of the spherical hinge and are connected with the upper spherical hinge at one end of the tension rod assemblies, and a lower spherical hinge which is connected with the other ends of the tension rod assemblies; and an included angle between the axes of the two tension rod assemblies on both sides of the center line of the vehicle body is 30-50 degrees. Compared with the prior art, the include angle between the axes of the tension rod assemblies is increased a lot, so that the deflection angle of the lower spherical hinge relative to the rotating center of the steering frame can be up to 10 degrees when the tension rod assemblies are used for driving the upper spherical hinge and the lower spherical hinge to rotate, the vehicle body can rotate by larger angles relative to the framework of the steering frame, and the passing performance of the vehicle is improved remarkably.
