러시아 에너지정책의 변화와 시베리아 자원개발

Russian economy has been on the rise throughout the Putin's regime. Due to the increase of international oil price, economic indices have been remarkably improved ion Russia. It is assumed that Russia formed strategies to pursue economic development, tapping into natural energy resources as a engine of economic growth. Particularly, the russian federal government established policies toward its energy industry such as reinforcement of existing regulations, imposing restrictions and increasing tax in exports regarding energy resources. In fact, such policies even made poor progress on executing policies for competitive market in energy sector including the privatization of electricity and gas industry. However, reinforcing regulations and restrictions upon the energy resources are also considered as critical means of foreign policy in Russia. Moreover, in recent years, Russian energy issues have been considered as a energy diplomacy and energy security issues. First, this paper will examine changes in energy policy of Russia and the conditions of resource development in Siberian region and clarify related problems. It will explain how russian firms in energy sector developed during economic reform and privatization process of energy industry after collapse of former Soviet Union. And then how oil and gas firms influenced national energy development. In addition, focusing on "Russian Energy Strategy 2020," it will analyze changes in polices of energy resources development and restriction polices over the energy sector, especially oil and gas industry, by the federal government in Russia. Second, in terms of development in Siberian energy resources, this paper will analyze development projects of oil and gas in aspect of political economy. Lastly, it will try to draw implications of resource development in Siberian region and energy policies of Russia by defining restrictions and difficulties.
