The invention relates to a non-oriented silicon steel used for a frequency conversion high efficiency compressor, which comprises the following components by weight percentage: less than or equal to 0.005% of C, 3.1-3.4% of Si, 0.03-0.1% of Mn, less than or equal to 0.01% of Als, less than or equal to 0.05% of P, greater than 0 and less than or equal to 0.0025%, less than or equal to 0.06%, 0.04-0.06% of Sn, less than or equal to 0.0025%. The method comprises the following steps: smelting according to clean steel and performing continuous casting to obtain a blank; heating the continuous casting and insulating; performing hot rolling; reeling; naturally cooling to room temperature; normalizing; pickling and employing a single cold-reduced method for rolling, annealing the finished product; cooling, coating and finishing. On basis of silicon content level of the current high grade non-oriented silicon steel, the Als content is strictly controlled below 0.01%, magnetic induction is increased to no less than 1.7T from no more than 1.67T of B50 by employing the single cold-reduced method, power frequency iron loss is reduced to no more than 2.35W/kg from no less than 2.6W/kg of P1.5/50, intermediate frequency iron loss is reduced to no more than 17.5W/kg from no less than 20W/kg of P1.0/400, product hardness HV5 is 170-190, and the ratio of percentage elongation A and hardness can be satisfied at 0.13-0.17, and the performance, punching sheet and automatic riveted joint requirement of the frequency conversion high efficiency compressor can be simultaneously satisfied.
