On June 30, 1688, a document was secretly dispatched to Prince Willem of Orange, inviting him to sail to England with a military force. The document advised that England would rally to his army in rebellion against the government of James II. The invitation was signed in cipher by Devonshire, Russell, and Sidney for the Whigs, by Danby and the bishop of London for the Church and Tory party, and by Shrewsbury and Lumley for the Dissenters.
