The utility model relates to a heating system of heat pump coupled heat-power cogeneration, which belongs to the field of energy sources and comprises a steam turbine, a steam compressed heat pump, a small back-pressure steam turbine, a heating network heater, corresponding pipelines and auxiliary devices. The heating system utilizes power plant circulation water as a heat source of the heat pump, a heat pump compressor drives the small steam turbine in driving through medium-pressure steam energized by a power plant, and exhausted steam of the small steam turbine enters the heating network heater to heat up water of a heating network. The heating system utilizes heat of the power plant circulation cooled water, also reduces insufficient power exportation capacity of the medium-pressure steam in heat and power cogeneration, on one hand, reduces return water temperature of a primary network through the absorptive heat pump coupled with the primary network and a secondary network within a heating network, and on the other hand realizes the function of extracting heat from low-temperature heat sources outside the power plant circulation water.
