Research of Border Aid Shift Working Emphasis Changes

The counterpart border aid shift working emphasis changes since 1997 is analyzed by means of qualitative and quantitative methods.The results show:(1) the key to construction aid from single cadre border aid transition to the combination of cadres assistance and aid,to further expand economic,science and technology,education,health,culture and other aspects of the great the scope of assistance,and then change to the protection and improvement of people's livelihood as the foothold,acceleration of infrastructure construction,talent,technology,fund,science and technology and other comprehensive targeted aid;(2) by using the method of cluster analysis,85 counties and cities of Xinjiang in the level of economic and social development are classified,every type of counties and cities has the corresponding way of assistance,and the main targets,with job pertinence,effectiveness,sustainability.Finally,border aid problems existing in the process are analyzed,and detailed countermeasures are put forward.
