The invention relates to an organic and inorganic combined type stain resistance elastic flat emulsion paint. The organic and inorganic combined type stain resistance elastic flat emulsion paint is prepared from water, cellulose, a pH conditioning agent, a dispersing agent, a wetting agent, an antifreezing agent, a defoaming agent, titanium dioxide, filler, an ultraviolet photocrosslinking elastic emulsion, a water paint reinforcing agent, an antibacterial preservative, a mildew preventive, other thickening agents except cellulose and modified silica sol, wherein the filler is one or more or the combination of any two or more of coarse whiting, calcined kaolin, precipitated barium sulphate and talcum powder or mica powder. The organic and inorganic combined type stain resistance elastic flat emulsion paint overcomes the defects that an existing elastic flat emulsion paint is poor in stain resistance and weather resistance and has the advantages of being high in stain resistance (smaller than 12%), high in weather resistance, excellent in defoaming performance, easy and convenient to prepare and low in manufacturing cost.
