Das notwendige Maß bei der Anwendung chemischer Pflanzenschutzmittel

Die Begrenzung der Anwendung chemischer Pflanzenschutzmittel auf das notwendige Mas findet sich als Forderung in deutschen Rechtsvorschriften und zunehmend auch in internationalen Programmen und Konzepten. Durch Eliminierung "unnotiger" Anwendungen soll dem Risiko fur Verbraucher, Anwender und die Umwelt vorgebeugt werden. Bislang gibt es keine Moglichkeit, das notwendige Mas zu bestimmen und damit ein Ubermas kritisch zu hinterfragen und gezielt abzubauen. Mit dem normierten Behandlungsindex wird ein methodisches Instrument zur Einschatzung des notwendigen Mases auf der Basis des Status quo vorgeschlagen. Als obere Grenze fur eine masvolle Pflanzenschutzintensitat dient die maximal tolerierbare Pflanzenschutzintensitat einer Fruchtart, die aus dem Mittelwert des normierten Behandlungsindex + Standardabweichung gebildet wird und einer Regionalisierung unterliegt. Die Methode erscheint geeignet, den aktuellen Status bei der Anwendung von Pflanzenschutzmitteln zu beschreiben, "unnotige" Anwendungen zu reduzieren und gesellschaftliche Zielstellungen im Sinne von Umwelt- oder Qualitatssiegeln zu formulieren und umzusetzen. So far, there has been no tool to determine the minimum and thus to state concerns about an excess of pesticide use and to deliberately reduce it. The proposed standardized treatment index provides a method and tool to assess the needed minimum on the basis of a status quo. The upper limit of a moderate intensity of pesticide application is the maximum acceptable intensity of pesticide application to a crop. lt is the mean value of standardized treatment index + standard deviation and is subject to regionalization. The method seems tobe appropriate to describe the current situation of pesticide application, to reduce "unnecessary" uses and toset and implement social goals using environment and quality labels.
