Cofinanciamento e Responsabilidade Federativa na Política de Assistência Social

Desde 2004, a politica de assistencia social tem sido objeto de importantes alteracoes. Acompanhando as mudancas desenhadas para a gestao da politica, o modelo de financiamento tambem se torna objeto de reflexoes e alteracoes. Desde a publicacao da Norma Operacional Basica do Sistema Unico de Assistencia Social (NOB/Suas) em 2005, um novo arranjo de financiamento vem sendo construido com o objetivo de construir e consolidar o Suas. Este novo arranjo trouxe avancos importantes como a consolidacao das transferencias federais regulares e automaticas, o repasse federal aos municipios por meio dos pisos e a incorporacao de criterios mais equitativos na partilha dos novos recursos federais destinados ao financiamento da politica nos entes federados. Nao obstante os avancos ja registrados, o modelo de financiamento ainda apresenta significativas limitacoes, especialmente a fraca participacao dos governos estaduais no financiamento do Suas. Os municipios, por sua vez, sao a principal esfera financiadora do Suas. Ainda assim, percebe-se um padrao bem heterogeneo no que se refere a aplicacao de recursos proprios por parte dos municipios, quando se considera o porte e a regiao dos mesmos. Following the changes designed to manage the policy, the funding model also became the object of reflection and change. Since the publication of the Basic Operational Norm - Norma Operacional Basica (NOB) in 2005, a new funding arrangement has been constructed in order to build and consolidate the Unified Social Assistance System - Sistema Unico de Assistencia Social (Suas). This new arrangement brought important advances as the consolidation of regular and automatic federal transfers, the federal funding to municipalities through the "minimum levels" and the incorporation of more equitable sharing criteria of new federal funds for the financing of social assistance in states and municipalities. Despite the achievements already made, the funding model still has significant limitations, especially the low participation of the state governments in the financing of the System. Also, although municipalities are the main funders of the System, yet the application of their own resources varies considerably even for municipalities of the same size and in the same region.
