The inclusive growth devotes itself to solve the problem of comparative poverty in such three dimensions as income inequality,human development and human vulnerability;the corresponding implications of inclusive growth can be summarized as the sustainable and equal growth,social inclusion and enabling and safety.The realization of the inclusive growth in China will depend on such three key factors as strengthening the role of public ownership,continuously improving the market-oriented system and adhering to the policy of people-oriented.First,we should strengthen the role of public ownership,carry out reform in primary distribution and increase the proportion of the primary distribution of income that goes to wages and salaries;second,we should perfect the socialist market-oriented system and gradually make people's income to be equal to each other;and third,we should substitute the development view of material-oriented with people-oriented,pay more attention to people,improve the level of people development and guarantee the safety of people.
