The system comprises a tractor and a phase-change heat storage and exchange device, wherein the phase-change heat storage and exchange device is fixedly arranged on the tractor, and comprises a box body; a box body water temperature gauge and a phase-change heat storage material temperature gauge are arranged on the back wall of the box body; a heating pipe group, a cold water inlet pipe, a phase-change heat storage component and a hot water outlet pipe are arranged in the box body in turn from bottom to top; and a bottom water outlet of the box body and the hot water outlet pipe on the upper part of the box body are connected to a same water main through pipelines. The intelligent on-vehicle mobile type phase-change heat storage and supply system provides hot water supply and heating services for heat energy users by using residual heat or waste heat discharged in the form of steam by high energy consumption units such as heat power plants, iron and steel works and the like, and has the characteristics of simple and compact integral structure, high space utilization ratio, high energy storage density, high heat exchange efficiency, intelligent control, stable, safe and reliable operation, convenience for maintenance and operation management and the like.
