In the device, because all control circuits are integrated in an integrate circuit chip, so that the defects of big energy consumption, big material loss, poor water resistance and the like due to discrete elements are overcome, and simultaneously, the chip is additionally provided with an overcharge protection module which is used for avoiding the overcharge circuit of the storage cell, so that the electrically charging safety of the storage cell is ensured.
