On the Construction of Government Ecological Function in Coal-based Areas:Based on Shanxi Province

The coal-based ecological environment demands prompt solutions.In some provinces,as China has no other alternatives,and to cater for the needs of the regional development,exploiting resources has become the way for regional economic development.The reasons why the coal-based ecological function is not in place include; neglect of the ecological function due to limited view of economic growth,lack of assessment criteria for political performance,the high requirement of the ecological functions by the coal industry.The national political support, developing economy and solving employment problem should be the focus in constructing ecological functions.
