ПРАВОВОЕ РЕГУЛИРОВАНИЕ ОБЩЕСТВЕННЫХ ОБСУЖДЕНИЙ В ОБЛАСТИ ОХРАНЫ ОКРУЖАЮЩЕЙ СРЕДЫ

The paper reveals such legal forms of public discussions in the field of environmental protection as public discussions of environmental impact assessment reports, decisions on issuing permits for the removal (replanting) of plants, draft program documents and draft laws and regulations, as well as environmental reports on strategic environmental assessment. The approach of identifying the general and specific aspects of the environmental protection measures under consideration was applied. The theoretical provisions and practical recommendations aimed at improving the organizational and legal foundations of public discussions are established. Their classification is proposed depending on the nature of the objects. The classification may be of value during further systematization of legislation. The problems of legal regulation, including the procedure for conducting public discussions in the field of environmental protection, are identified.
