The direction of agrarian reform came as a surprise not only to the majority of citizens of the USSR but to specialists as well. Two of its most fundamental aspects, the private ownership of land and the dissolution of collective farms, were barely discussed in the scientific literature before the March 1990 passage of the USSR's Law on Property, which did not even include the "public-property" concept Subsequently, a number of legislative acts in this direction were passed.
