Community consultation within a strategic road management system as a response to nonfeasance

It is argued that a road hierarchy based on state or national standards of road function and service standards, and generated through effective community consultation is the starting point for establishing a comprehensive, effective road management system capable of satisfying the requirements of nonfeasance. A proposed project plan and template that may have universal application for regional councils is presented.
