Study tools for the development of traffic control plans have not kept pace with the progress of hardware and software, which explains why these study tools have a reputation of not being user-friendly. In some instances this may even dissuade engineers from using such programs which may result in bad on-street performance, economic losses for society and offences for road users. Cocon is a shell around a set of existing computer programs. It will unify them, it makes data input friendly, it avoids the repetition of similar data input stages, it allows output data from one program to be used as the input to another program and it keeps databases clean and tidy.
