The invention discloses a carrier signal modulating method and device. The method comprises that: a modulating terminal receives a modulating signal, the modulating signal comprises a first digital signal and a second digital signal; the modulating terminal modulates a carrier signal according to the modulating signal, if the modulating terminal modulates the first digital signal, the original characteristics of the amplitude value and phase of the carrier signal at the boundary position of the preset transmission cycle and the previous transmission cycle are kept, if the modulating terminal modulates the second digital signal, the original characteristics of the amplitude value and phase of the carrier signal at the boundary position of the preset transmission cycle and the previous transmission cycle are changed; and the modulating terminal sends the modulated carrier signal to a transmission channel. According to the method, the complexity for modulating the carrier signal is reduced, the efficiency for modulating the carrier signal is improved, and simultaneously the device cost is reduced.
