Tongyoung lacquer-ware(Ottchil) occupies an important position in Korea's lacquer Art. In the background, it has been upgraded through the Tongjeyoung workshop consisting of 12 skilled craftsmen and 1593 Samdo naval Tongjeyoung set-up. In this paper, it was investigated the history of Tongjeyoung 12 workshop to study the refocus the roles and functions of the upper and lower Chilbang, where expert in making lacquered objects, in Tongjeyoung 12 workshops and how the lacquer art affect on tradition evolves spontaneously and another workshop. Through the process of analyzing the function of each workshop, the diffusion and development of the lacquer art were studied through systematic division of labor and collaboration of 12 workshops. As a result, the lacquer in the 12 workshops has been widely used through systematic division of labor and collaboration, and the spread and development of lacquer has become striking. Through various workshops, mutual division of labor and cooperation system, waterproof function, antibacterial property, It became the center of product production. The lacquer in the upper and the lower Chilbang was operated as an independent Chilbang after the establishment of the Tongjeyoung workshop in the 17th century. It can be seen the system that is completed by mutual division of labor and collaboration played a leading role and the role of decoration and as the basis of the product by adding the lacquer material specificity and the artistry of lacquer. In addition, the sketch of the design concept that enhances the ornamentality of various products, which are presumed to be the role of the Hwa-won-bang(atelier), has been handed down to the artistry of various handicrafts until now.Therefore, in order to restore the original shape of the Tongyeong lacquer art and to develop the creative succession, it is necessary to revive the spirit of mutual division of labor and cooperation in Tongjeyoung 12 workshops.
