GREEN “CARE” NEW DEAL: CUIDADOS, COMUNIDAD Y CREACIÓN ARTÍSTICA PARA UNA POLÍTICA DE DESARROLLO INCLUSIVA

This multidisciplinary paper reclaims the spirit of the original New Deal with a double objective. First,it is explained why an effective development strategy requires the coordination of monetary and fiscalpolicy, in order to put employment as a fundamental pillar of it and not as an uncertain result ofeconomic growth. And second, this strategy is linked to the mobilization of real resources aimed atconcrete interventions for the care of people, in a global framework of policies for the decarbonizationof the economy that has become popular in recent years under the name of Green New Deal. Theliterature that emerged as a result of the 2007-2008 International Financial Crisis advanced towardsthe need to establish a closer relationship between the fiscal and monetary arm of the State, a factthat has accelerated due to the Covid-19 pandemic. This moment is an opportunity to design a publicadministration of care for the social valorization of non-monetized and invisible work. In this sense,we defend a central role for artistic creation, expelled from the public sphere by the absolutecommodification of all areas of life, including education.
