Международная климатическая дипломатия в поисках решения глобальной проблемы

The article traces the evolution of climate diplomacy in the period between 1992 and 2016. The negotiations on climate conferences (Conference of Parties), the complexity of creating common climate policy are described. Main stages of development of the international climate protection mechanisms are characterized. Major documents of international climate diplomacy such as the Kyoto Protocol and the Paris Agreement are analyzed. The role of large states and factions in shaping the agenda of conferences is highlighted. The target and strategic development programs of the USA, Germany, and the EU in the framework of the climate paradigm – 2050 are considered. The development of political discourse on climate in Russia and its expression in government regulations are depicted. The interrelation between the structure of Russian economy and its climate diplomacy is demonstrated.  The ways of achieving climate goals in Russia and in the world are examined.
