This chapter examines the regulations and the provisions in Part A (Standards) and Part B (Guidelines) of the Code of the Maritime Labour Convention (MLC), 2006 in Title 5. Title 5, Compliance and Enforcement comprises regulations and the related Code Part A, standards, and Part B, guidelines. It contains four 'floating' introductory paragraphs that have no specific heading or purpose clause, which are followed by three major regulations and 'sub-regulations'. The Title 5 also contains the very important appendices to the Convention. The provisions in Title 5 are also intended to recognize and work within the regional cooperative enforcement system under the various regional memoranda of understanding on port State control (PSC MOUs). Title 5 also formally recognizes and seeks to regulate the role that private sector organizations, that is, 'recognized organizations' (ROs) primarily the ship classification societies play in the operation of contemporary flag State ship inspections.
