A nationwide network of family hubs should be put at the core of a national strategy on child vulnerability, a House of Lords committee has recommended. Over a million vulnerable children are now growing up with reduced life chances because of cuts to early years and youth support since 2010, with the risk of serious harm being felt disproportionately in the most deprived areas, the report from the House of Lords Public Services Committee warns.1 It says poor national coordination leads many children to fall through the gaps.
