The present invention provides a radio base station and a mobile communication method. The radio base station (BTS) according to the present invention includes: a determiner (25) determining a transfer rate of data transferred from the radio network controller (RNC) to the radio base station (BTS), based on a predetermined bandwidth of a wired transmission path, a bandwidth of the wired transmission path not being used, and a bandwidth of the wired transmission path being used by the mobile station (UE); and a notifier (26) notifying the radio network controller (RNC) of the determined transfer rate. Therefore, when the wireless transfer path determined by the wireless bast station (BTS) and the special mobile station (UE) or a buffer for the special mobile staion (UE) in the wireless base station (BTS) and the like have balance, the transfer rate of the data transferred from the radio network controller (RNC) to the radio base station (BTS) can not be reduced.
