The invention relates to the technical field of transformer coil fault detection, in particular to a device and method for detecting short circuit rings of coils of transformers. The detecting device comprises a power source, a voltage regulator, an exciting transformer and an induction transformer. The power source is connected with the input end of the voltage regulator, the exciting transformer and the induction transformer are respectively a magnetic circuit adjustable transformer composed of a frame, one coil and an open core, the output end of the voltage regulator is connected with the two ends of the coil of the exciting transformer, and the two ends of the coil of the induction transformer are connected with two terminals of a multi-meter. Whether inter-turn, inter-section and interlayer short-circuit faults exist or not can be detected in sections in the coil wiring process, a short circuit point can be accurately located, partial processing is conducted on the coil with a short-circuit problem, the short-circuit problem is found in advance when the coils are produced to finished products or semi-finished products, and the phenomenon that after the short-circuit problem is found in a machine body process stage, the coils are repaired or reproduced is avoided.
