Terrorismo y Derechos Humanos. Revisión de las Resoluciones de la Asamblea General y del Consejo de Seguridad de las Naciones Unidas

Along History terrorism has been a continuing scourge for Mankind. Consequently,the two main organs of the United Nations, the General Assembly and the Security Council, have engaged in the fight against terrorism and issued an important body of resolutions in the fulfilment of their respective commitments. The General Assembly has adopted resolutions with a declaratory nature while the Security Council have approved resolutions lacking binding or with legal force in accordance to Chapters VI and VII of the Charter. The General Assembly firstly emitted pronouncements on terrorism after the massacre of Israeli athletes in the 1972 Munich Olympics. The Security Council dealt with this crime since the beginning of its tasks in regard of the violence surrounding the creation of the State of Israel in 1948. The world conflictivity have produced new terrorism threats mainly by religious extremism and the radical Islam such as the attacks against the United States Embassies in Kenia and Tanzania in 1998 and reached a high level of destruction with the tragic events of New York, Washington and Pennsylvania at the beginning of the current century. In response to this challenge both organs have developed significant efforts to coordinate the State’s policies and actions to adopt conceptual guidance and measures against these threats to international peace and security. It is worth noting that some of the specialized organizations of the United Nations family have engaged together with the GA to face this problem by drafting 19 treaties on terrorism. This article analyzes the most relevant resolutions adopted by the above–mentioned organs on terrorism.
