Safety Effectiveness Indicators (SEIs) : measuring construction industry safety performance

The current application of Positive Perfromance Indicators (PPI's) in the construction industry largely measures numbers of disparate safety activities. Generally they are seen by industry as not providing generalizable indicators of safety effectiveness and uptake by industry has been generally poor. This paper outlines a new concept of Safety Effectiveness Indicators (SEI's) which incorporate desired safety behaviours as necessary elements of safety culture and safety performance.
