The present invention relates to an apparatus and fluidized powdered manganese oxide reduction method of low-temperature reduction. The apparatus includes a feed unit connected to a top-down, the preheating unit, reduction roasting unit and a cooling unit; roasting reduction unit connected to a combustion chamber; below the preheating unit connected to the combustion chamber. The method of reducing the exhaust gas generated during the reduction into the combustion chamber, and supplemental gas, flue gases formed by the combustion air; smoke and powdered manganese oxide countercurrent heat exchanger. Advantage of the present invention is that both the reducing agent and fuel gas, the gas utilization rate of 100%. The present invention is lower manganese oxide reduction temperature, on the one hand to avoid the formation of hardly soluble manganese-containing sulfuric acid phase, the other a manganese oxide with a reduced amount of heat above 30%. Reduction of the manganese oxide fluidized calciner in fluidizing state, heat and mass transfer, high reaction efficiency, more uniform residence time distribution, the rate of reduction of manganese oxide is greater than 98%.
