FUNCIÓN PÚBLICA Y GOBERNABILIDAD URBANA: LA SITUACIÓN DE LAS UNIDADES ADMINISTRATIVAS DE PLANIFICACIÓN URBANA EN LOS GOBIERNOS LOCALES DEL ÁREA METROPOLITANA DE CARACAS (AMC)

RESUMEN Este trabajo aborda el tema de la actual situacion organizativa  e institucional de las unidades administrativas de planificacion urbana en los gobiernos locales del area metropolitana de Caracas (AMC). Se busca evaluar su papel, en tanto funcion publica, como componente de la gobernabilidad de la metropoli. A tal fin, el trabajo analiza informacion sobre estructuras organizativas, financiamiento, marco normativo de la administracion de personal y la situacion socio-laboral de los planificadores urbanos en los cinco municipios del AMC. ABSTRACT This paper deals with the actual organization and institucional setting for urban planning in local governments in the Metropolitan Area of Caracas (MAC). The autor attemps to evaluate the role of urban planning, as a public function, in metropolitan governability. The work analyses information about organizational structure, financing, personnel administration and the labor situation of planners in the five local governments of the MAC.
