THE INFLUENCE OF NON-COMMUTERS ON FREEWAY CAPACITY

The Center for Urban Transportation Research at the University of South Florida has conducted a research project to relate the flow parameters of volume, speed, and density to traffic characteristics. A number of strong, statistical relationships were identified depicting significantly different flow characteristics for different compositions of the traffic stream. As a result, the study calibrated driver adjustment factors that range from 0.85 to 0.99, a substantial difference than those suggested in the "1994 Highway Capacity Manual."
