The invention discloses an intelligent advertisement delivery system and method. The advertisement delivery system comprises a Tag database, an advertisement content system, an advertisement space system and an intelligent delivery system. In the advertisement content system, each advertisement content corresponds to a content Tag list; in the advertisement space system, each advertisement space corresponds to an advertisement space Tag list; the Tag database stores the Tag element data expressing each advertisement and each advertisement space; and the intelligent delivery system performs Tag-based correlation calculation for the advertisement content Tag list and the advertisement space Tag list to obtain the matching condition CP between the advertisement content and the advertisement space, and determines the content of which the advertisement is to be displayed on the requested advertisement space according to the matching condition between the advertisement content and the advertisement space and the advertisement space ID in an advertisement delivery request. The advertisement delivery system displays the advertisement to the user in great need in the most appropriate advertisement space so as to achieve a four-win (operator, service provider, advertiser and user) result.
