The invention discloses a separating and recovering method for cobalt and manganese in cobalt-manganese waste. The method includes the steps that the cobalt-manganese waste is pretreated, then ammonia water is added, cobalt and manganese are subjected to complexation to generate a cobalt-manganese complex compound dissolved in a water solution, hydrogen peroxide is added after cobalt and manganese reacts for certain time, divalent manganese ions in the solution are oxidized to generate stabler manganese dioxide, and cobalt and manganese are separated through filtration; a sodium carbonate solution is added into filter liquor to precipitate manganese for the second time, remaining manganese ions in the solution are removed, and a cobalt-amine complex compound solution with the higher purity is obtained through filtration; cobalt is recovered from the cobalt-amine complex compound solution. The separating and recovering method is simple in process, the recovery rates of cobalt and manganese are high, the recovery rate of cobalt can be up to 95% or more, and the recovery rate of manganese can reach 99% or more.
