The top surface of the substrate is provided with the fluorescent powder glass layer containing fluorescent powder, the substrate is cooperated with the fluorescent powder glue layer to fully cover each LED chip, which means that the initial light emitted by each LED chip can be emitted to the outside only through the fluorescent powder glue layer or the fluorescent powder glass layer, and thus the problem of initial light leakage is solved.
