The invention discloses a quality-based electric energy pricing method of a distributed power generation system and a microgrid. The quality-based electric energy pricing method comprises the following steps: carrying out detailed researches on power demands, power utilization situations, insuring intentions and the like for all power consumers in the distributed power generation system or the microgrid and a region; dividing the whole region into a plurality of electric energy quality hierarchy sub-regions; separately arranging an electric energy quality monitoring device in each hierarchy sub-region; obtaining each piece of single index data of the electric energy quality of each hierarchy sub-region; establishing a comprehensive evaluation system by an improved AHP (Analytic Hierarchy Process) based on a fuzzy consistent judgment matrix and a grey theory to obtain a comprehensive evaluation level index of the electric energy quality of each sub-region; fitting the relationship of each forming item of the total expenses of the power consumers of each hierarchy sub-region and the comprehensive evaluation level of the electric energy quality, and constructing a power consumer intention payment function; constructing a profit function of a system operator by combining with a quality insurance theory; and constructing a quality-based electric energy pricing model to obtain the level of electricity price paid to the system operator by the power consumers of each hierarchy sub-region.
