The invention discloses a multimedia communication system and method based on a traditional PSTN call. The communication method includes the steps that 1 the number of a mobile phone is bound with a unique identification code, and the corresponding relation between the number and the unique identification code is stored; 2 after a calling signal is received, the bound unique identification code is matched according to the number of the mobile phone; 3 the historical operation trajectory of the mobile phone can be inquired, and a service menu to be pushed is generated; 4 the service menu is sent to the mobile phone through an internet link and a call voice link; 5 after the mobile phone receives a voice signal of an operation instruction for the service menu, the voice signal is converted into a text file, and operation instructions are analyzed from the text file; 6 the service menu is operated according to the operation instructions. According to the multimedia communication system and method based on the traditional PSTN call, personalized service menus can be pushed in a targeted mode and visualization of the service menus can be achieved, so that the users can operate the service menus through voice.
